Measurement & Evaluation
Measurement & evaluation (M&E) begins with a baseline, focused on using data from key measurements. Effectively generating and using data is critical because we want to make a measurable social impact, particularly on the SDGs and alleviating poverty. M&E experts ask questions and gather data to determine change and improvement.
We develop, enhance, or retrofit your measurement and evaluation strategy to measure high impact.
Our Approaches to This Service
A Skillbridge team includes an M&E expert for a needs analysis and proposal. Our experts are well-versed in the M&E models used by our clients, including Theory of Change and AIMM.
We determine the level of M&E strategy already in place and its appropriateness for the project.
- If M&E is already in place for the project, we seek to understand the measurements, impact drivers, and stakeholders to best align with the goal.
- If the project's M&E requires enhancement, we employ our problem-solving and implementation model to identify root causes, assess or establish the baseline, and enhance the strategy.
- If an M&E strategy is needed, we will launch our problem-solving and implementation model to identify the best measures to indicate change and drive results.
- If the project needs to measure effectiveness against an existing M&E strategy, we employ a systematic approach to measuring effectiveness and reporting to build efficiencies and accountability where possible.

In the Skillbridge Journey
- We develop and implement the other services in the Skillbridge Journey along with M&E for the project in mind, whether we are tasked with it or not. Each part of the journey builds from what is measured toward measurable impact. From the journey, we glean lessons learned that enhance future projects.
- Our guiding principles support the definition, enhancement, or alignment to the measurement strategy, and our quality methodology leads us to arrive at a common understanding of measurement for the project, identify and address problems, and continue measuring for evaluation.
- Assessments are great data for measuring and evaluating a project, particularly when reassessing.
- We provide sustainability support for our assessment tools and continue maintaining, updating, enhancing, and reporting to improve the Skillbridge journey.
- Our guiding principles help us to develop and implement assessment tools in our clients’ context to suit their needs.
- Our training methodology supports our linking of assessment to capacity building and our quality methodologies support our tool development and help to problem-solve for any challenges.
Examples of This Service
- Global Housing: Entering mid-project to assess the M&E strategy with an unrealistic Theory of Change, Skillbridge used our problem-solving and implementation model to analyze the project and determine realistic outcome measures.
- Pathways: We identified 11 assessment tools that addressed the behaviors and characteristics the client desired to impact via a year-long program for formerly incarcerated individuals to reinforce values of good citizenship. We tied each Pathways module to one or more assessment tools and provided the client with the means to measure and evaluate beyond the pilot.
